Expression of Interests (EOI) for Global Environmental Facility (GEF) Small Grants Programme (SGP) Timor-Leste – Operational Phase 8 (OP8)

The Small Grants Programme (SGP) is a programme established by the Global Environment Facility (GEF), implemented by the United Nations Development Programme (UNDP). It is in the second period of call for proposal. The GEF SGP continues providing technical and financial assistance to Civil Society Organizations (CSO) and Community-Based Organization (CBO).

SGP Timor-Leste would like to invite NGOs and CBOs who are interested in implementing the SGP project to submit an ‘Expression of Interest’ for the Small Grants Programme in the following thematic areas: 
- Community-based conservation of threatened ecosystems and species - Community-led initiatives for biodiversity protection and ecosystem restoration. 
- Sustainable agriculture and fisheries, and food security - Promote sustainable agriculture and fisheries practices particularly for drought-resistant food production, livestock, fisheries and aquaculture for El Nino preparedness/response and long-term resilience.
- Low-carbon energy access co-benefits - Promote affordable clean energy in remote areas and vulnerable communities in critical landscapes-seascapes, particularly small-scale solar water pump system and solar-powered irrigation systems for El-Nino preparedness/response.
- Local to global coalitions for chemicals and waste management - Support community-driven solutions for sustainable chemicals and waste management, including waste-water management, green waste recycling/organic fertilizer production, to reduce environmental and health risks.

Total Funds: 

    For local NGOs: maximum US$25,000 (new project) and US$50,000 (scaling-up). 
    For CBO or other community groups: maximum US$10,000 (new project) and US$20,000 (scaling-up).

Implementation Period: One year (October 2026 – October 2027)
Eligibility: registered local NGO and CBO. 
Geographic Area: Aileu, Ainaro, Ataúro, Baucau, Bobonaro, Covalima, Dili, Ermera, Lautem, Liquica, Manatuto, Manufahi, Oecusse, and Viqueque. Most vulnerable sites will be prioritized.
Submission requirement ‘Expression of Interest’: All organizations which have interests must submit the Expression of Interest (EOI) form (Annex I).

    CBO ka Grupu Komunidade Seluk: maksimu US$10,000 (projetu foun) no US$20,000 (scaling-up)
