Empowering Local Entrepreneurs to Lead Climate-Resilient Innovation and Sustainable Growth in Timor-Leste

Dili, 13 June 2025 The United Nations Development Programme (UNDP) and the Embassy of Japan in Timor-Leste, in partnership with the Ministry of Commerce and Industry, held a high-level workshop today to showcase Timor-Leste’s growing potential in innovation and entrepreneurship. The event, hosted at the Embassy of Japan in Dili, highlighted four local solutions supported under the ASEAN Blue Innovation Challenge and emphasized the critical role of homegrown initiatives in driving economic diversification and sustainable development.

Launched in 2024 by the Government of Japan and UNDP, the ASEAN Blue Innovation Challenge attracted over 9,000 applications across the region, including 95 from Timor-Leste. From this competitive pool, four Timorese innovators were selected as grant recipients. Their projects are focused on addressing pressing climate and economic challenges through practical, scalable innovations. The featured initiatives include a bamboo nursery to prevent coastal erosion (Bamboo Institute), mangrove restoration linked to blue carbon (NETIL Timor-Leste), a digital tourism booking platform (Prospares Web Tech), and an early warning system for coastal communities (Similie Timor).

The workshop opened with remarks from H.E. Mr. Kimura Tetsuya, Ambassador of Japan to Timor-Leste; Ms. Katyna Argueta, UNDP Resident Representative; and Mr. Reinaldo Borges, National Director of MSMEs, representing the Ministry of Commerce and Industry.

Mr. Kimura Tetsuya, Ambassador of Japan to Timor-Leste, stated: “These proposals demonstrate the creativity and strong commitment of young entrepreneurs in Timor-Leste leading a resilient and sustainable blue economy. Such initiatives will play a key role in supporting long-term resilience and prosperity. To the winners from Timor-Leste: congratulations once again. Your ideas represent not only the future of the blue economy, but also the potential of Timor-Leste’s next generation of leaders and changemakers.”

Ms. Katyna Argueta, UNDP Resident Representative in Timor-Leste, added: “Today’s workshop is more than just a celebration of four entrepreneursit is a platform to engage all key stakeholders in shaping the future of innovation, entrepreneurship, and job creation in Timor-Leste. Through this collective engagement, we can unlock new pathways for sustainable growth and prosperity for Timor-Leste and the wider region.”

Mr. Reinaldo Borges, National Director of MSMEs at the Ministry of Commerce and Industry, stated: “What we are doing today reflects the work that the Ministry has long been committed to, in close collaboration with UNDPparticularly in advancing economic diversification. We are implementing three major programmes to support this agenda: first, the Business Innovation Challenge; second, the Soft Loan Scheme; and third, our effort to help informal micro-businesses, especially street vendors, transition into the formal micro-enterprise sector.”

The event also featured a panel discussion on the theme “How innovation and business initiatives can promote economic diversification in Timor-Leste,” with participation from the business community, development organizations, and the financial sector. Speakers included representatives from the Women’s Business Association (AEMTL), Coffee Association (ACTL), and PARCIC. The discussion focused on strengthening the enabling environment for startups, scaling up innovative ideas, and advancing inclusive, locally led development.

This workshop is part of UNDP’s broader commitment to supporting economic diversification, entrepreneurship, and climate resilience in Timor-Leste. It aligns with Sustainable Development Goals (SDGs) 8 (Decent Work and Economic Growth), 9 (Industry, Innovation and Infrastructure), and 13 (Climate Action), and reflects the Government’s vision for inclusive and sustainable national progress.
