Norway Supports Tanzania to Strengthen Climate Transparency and Carbon Market Readiness

Dar es Salaam, 2 July 2026 – The Royal Norwegian Embassy in Tanzania and the United Nations Development Programme (UNDP) today signed an agreement to support the establishment and strengthening of Tanzania’s National Carbon Monitoring Centre (NCMC). 

Under the agreement, Norway will provide up to NOK 7 million (approx. USD 700,000) to support a one-year inception phase of the MRV4Tanzania initiative. 

The initiative aims to strengthen Tanzania’s capacity for monitoring, reporting and verification (MRV) of greenhouse gas emissions, in line with the Paris Agreement and the Enhanced Transparency Framework. 

The support will focus on building the NCMC's institutional, technical and financial systems while laying the foundation for a national carbon registry and strengthening Tanzania's participation in international carbon markets. 

During the one-year inception phase, the initiative will:

  • Establish robust financial management, procurement and governance systems for the NCMC;

  • Develop partnership frameworks and formal collaboration agreements with key national institutions;

  • Operationalise human resource and institutional governance systems;

  • Complete a national MRV and carbon market gap assessment and identify priority sectors;

  • Develop a private sector engagement and climate investment strategy;

  • Prepare an investment-ready national MRV programme (MRV4Tanzania); and

  • Assess technology needs and design a national carbon registry and digital MRV system.

 

Speaking during the signing ceremony H.E. Tone Tinnes, Ambassador of Norway to Tanzania, said: 
"Strong climate governance begins with strong institutions. Through this partnership, Norway is supporting Tanzania in building the systems needed to strengthen climate transparency, unlock climate finance, and participate in high-integrity carbon markets. This initiative reflects our shared commitment to advancing sustainable development and implementing our renewed bilateral climate partnership."

In his remarks the UNDP Resident Representative Mr. Shigeki Komatsubara said:

"UNDP is proud to partner with the Government of Tanzania and the Royal Norwegian Embassy in laying the institutional foundations for a robust national climate transparency system. By supporting the National Carbon Monitoring Centre during this inception phase, we are helping strengthen the country's capacity to meet its international climate commitments while positioning Tanzania to benefit from emerging climate finance and carbon market opportunities."

This partnership is implemented under the Memorandum of Understanding on a Renewed Bilateral Climate Partnership between Norway and Tanzania, signed in September 2023, which identifies climate transparency, climate finance and strengthened climate governance as key areas of cooperation.

The one-year inception phase will be implemented by UNDP in close collaboration with the National Carbon Monitoring Centre, supporting the Centre's institutional strengthening while laying the foundation for long-term national ownership of Tanzania's climate transparency and carbon market systems.

The National Carbon Monitoring Centre (NCMC) is a Tanzanian institution, mandated to coordinate greenhouse gas management, climate transparency, and carbon market development. It is established as a statutory body under the Environmental Management Act to play a central role in developing and overseeing national systems for monitoring, reporting and verification (MRV) of greenhouse gas emissions, registering carbon projects, and supporting the growth of a transparent and credible carbon market. Through its work, the Centre contributes to the implementation of the Paris Agreement, strengthening Tanzania’s capacity to access climate finance and advance sustainable, low‑emission development.
