UNDP Champions Inclusive Growth and Resilience at Tanzania’s 28th Annual Insurance Day and Commissioner for Insurance Roundtable.

UNDP Tanzania proudly participated in the 28th Annual Insurance Day, held in Arusha, alongside the Commissioner for Insurance (COI) Roundtable, reaffirming its commitment to supporting inclusive insurance solutions that drive socio-economic transformation. The event brought together key actors across the insurance value chain, including government regulators, zonal leaders, CEOs, and directors from insurance companies. Under the theme “Transforming Lives through Innovation,” stakeholders were urged to reimagine insurance not only as a financial product but as a powerful tool for inclusive growth, national resilience, and sustainable development.
Whilst giving her speech, Eng. Zena Ahmed Said, Chief Secretary and Secretary of the Revolutionary Council of the Revolutionary Government of Zanzibar, highlighted the pivotal role of the insurance sector in Tanzania’s journey toward becoming a middle-income country. She emphasized that insurance enhances financial resilience, promotes investment, and protects livelihoods—making it a cornerstone of sustainable socio-economic growth.

In his keynote address, Shigeki Komatsubara, UNDP Resident Representative in Tanzania, emphasized the transformative potential of insurance in enabling development:
“At UNDP, we see insurance as a key enabler of development. Whether it’s protecting smallholder farmers from climate shocks, building financial safety nets for vulnerable households, or catalyzing private sector investments—insurance must play a bigger role in Tanzania’s socio-economic transformation.”
He further outlined three urgent priorities for the sector:
• Industry-led self-regulation to build accountability and consumer trust;
• Expanding insurance coverage in a rapidly growing, middle-income economy where financial protection is increasingly in demand;
• Creating an enabling policy environment that encourages innovation, coordination, and regulatory reforms to drive scale.
As part of its efforts through the Insurance and Risk Finance Facility (IRFF) project, UNDP reaffirmed its support in:
• Strengthening coordination across the insurance ecosystem
• Supporting inclusive and innovative insurance products
• And Building systems and partnerships to unlock investment and safeguard livelihoods
During a high-level panel on Climate and Disaster Risk Financing, the IRFF National Coordinator, Josephine Laswai, from UNDP highlighted the organization’s work in aligning policies, enhancing technical capacity, and piloting community-centered insurance solutions. She stressed the role of insurance in transferring risk, protecting public assets, supporting vulnerable populations, and facilitating access to international climate finance.

The Tanzania Insurance Regulatory Authority (TIRA) Zonal Managers also put forward key recommendations to advance the sector, including:
• Boosting public awareness and regional investment,
• Improving efficiency in claims processing,
• Extending insurance services to underserved sectors such as agriculture, mining, trade, fisheries, and health,
• Scaling outreach through grassroots institutions like cooperatives and SACCOs.
UNDP’s active participation in these milestone events highlights its unwavering commitment to promoting inclusive financial systems that foster resilience, reduce vulnerability, and support Tanzania’s development goals.
