Policy Briefs on Domestic Violence and Social Housing Reform

This publication presents two policy briefs developed under the SUWIL Fellowship Programme for Young Women Lawyers, implemented in partnership with the Human Rights Centre. Drawing on legal analysis, practical experience, and international human rights standards, the briefs examine two pressing issues in Tajikistan: the effectiveness of protective orders as a preventive measure against domestic violence and barriers in accessing social housing for vulnerable groups.
The publication highlights existing gaps between legislation and practice that continue to affect women, children, survivors of violence, and socially vulnerable individuals. Through analysis of national laws, implementation challenges, and comparative international practices, the policy briefs propose concrete legal and procedural reforms aimed at strengthening protection mechanisms, improving access to justice, and ensuring the practical realization of fundamental human rights.
Developed with the support of the United Nations Development Programme in Tajikistan within the framework of the UNDP Gender Justice Platform — a global partnership with UN Women — the publication contributes to ongoing policy dialogue on gender-responsive justice and social protection.
