Case Notes on Housing, Domestic Violence and Access to Justice

May 7, 2026

This publication presents a collection of anonymized case notes prepared by participants of the Fellowship Programme for Young Women Lawyers implemented in partnership with the Human Rights Centre. Developed through the provision of free legal aid services across Tajikistan, the case notes document real challenges faced by vulnerable individuals in accessing justice, social protection, housing, and protection from domestic violence. The publication reflects the practical experiences of young women lawyers working directly with communities and supporting clients through complex legal procedures.

The case notes highlight systemic gaps between legislation and practice, particularly in areas affecting women, children, survivors of family violence, and socially vulnerable groups. Through legal analysis, recommendations, and documentation of individual cases, the publication aims to contribute to broader discussions on strengthening access to justice and improving the implementation of rights guaranteed under the legislation of the Republic of Tajikistan and international human rights standards.

This publication was developed with the support of the United Nations Development Programme in Tajikistan within the framework of the UNDP Gender Justice Platform, a global partnership with UN Women, with valuable financial support from the Federal Ministry for Economic Cooperation and Development (BMZ) of Germany and the Ministry of Foreign Affairs of the Government of the Netherlands. It also serves as a knowledge and advocacy product demonstrating the role of legal aid and women legal professionals in advancing gender-responsive justice and human rights protections in Tajikistan.
