Process of designing and implementing the National Adaptation Plan to Climate Change discussed at the first session of relevant inter-ministerial Technical Working Group

Dushanbe, 26 May 2023 – The United Nations Development Programme (UNDP), the Committee of Environmental Protection under the Government of the Republic of Tajikistan (CoEP) and its Agency of Hydrometeorology (AoH) conducted the first working session of the technical inter-ministerial working group on National Adaptation Plan (NAP) to climate change in Tajikistan. The working session brought together 10 ministries and line agencies to discuss the role and obligations of the Technical Working Group (TWG) in designing and executing the NAP, the important instrument for successful implementation of the National Strategy for Adaptation to Climate Change of the Republic of Tajikistan for the period up to 2030 (NSACC 2030). 

The TWG for the NAPs will provide overall guidance and technical support to the CoEP/AoH on the process of formulation and execution of the NAP. It brings together experts and supports providers on NAP to design possible modalities on how to jointly advance technical work and promote coherence and synergies with other areas and programmes. 

The discussions facilitated during the session resulted in useful recommendations on the work of the TWG and on how to secure stakeholder engagement and commitments in the process of designing the NAP. The members of the TWG will also lobby for integration of national adaptation planning within their agencies and ministries.
“Considering the high vulnerability of Tajikistan to the consequences of climate change, the context-based NAP should be designed with the support of the TWG, which is specialized in different socioeconomic areas and can provide comprehensive knowledge and understanding on adaptation measures to climate change. The members of the TWG have both international and national knowledge and skills in designing comprehensive NAP that will contribute to the implementation of the National Strategy on Adaptation to Climate Change up to 2030,” said Mr. Nazrialo Sheralizoda, Deputy Director of the Agency of Hydrometeorology of the Committee of Environmental Protection under the Government of Tajikistan.

Funded by the Green Climate Fund (GCF), UNDP’s project “Enabling an Effective Adaptation Planning Process (NAP) for Tajikistan” aims to establish the institutional arrangements and capacities to develop and execute National Adaptation Plan to further an overarching approach to adaptation planning and implementation in Tajikistan. The NAP is seen as one of the most important mechanisms for adapting to climate change on the national level. The project is particularly focused on integration of medium-to long-term adaptation needs into the national development planning.
