Serbia Adopts Environmental Protection Strategy - Green Agenda

Belgrade, 30 July 2026 – The Government of the Republic of Serbia has adopted the Environmental Protection Strategy - Green Agenda for the period 2025–2033, along with the Action Plan for the period 2025–2027, establishing a key strategic framework for advancing environmental protection and implementing the green transition in Serbia. The Strategy represents an important step towards the country’s more sustainable development, more effective implementation of reforms, and further alignment with EU standards.
Implementation of the Strategy will contribute to cleaner air and water, reduced pollution, improved waste management, the preservation of nature and biodiversity, and greater resilience to climate change. In parallel, it lays the foundation for a just green transition designed to deliver equal benefits to all citizens.
The Environmental Protection Strategy - Green Agenda defines the objectives, measures, and priorities that will guide environmental policies, reforms, and investments in the coming years. The Action Plan for 2025–2027 identifies priority activities, responsible institutions, and the financial framework for implementing the Strategy.
Also, the document serves as the national framework for implementing the objectives of the Green Agenda for the Western Balkans, aligned with the European Green Deal and European Union standards in the fields of environment and climate change. It covers all five key pillars of the Green Agenda: decarbonization and climate action, the circular economy, pollution reduction, sustainable agriculture and biodiversity conservation, as well as improved governance in the environmental sector.
Estimates indicate that Serbia will require approximately EUR 27 billion in investments by 2033 to achieve the established goals and continue aligning with EU standards.
The adoption of the Strategy is the result of a multi-year process that brought together representatives of government institutions, the expert community, local self-governments, civil society organizations, international partners, and other relevant stakeholders. Through five Working Group meetings involving more than 140 members, over 50 bilateral meetings with relevant institutions, consultations, and public hearings, broad stakeholder participation was ensured in defining environmental protection priorities.
The development of the Environmental Protection Strategy - Green Agenda was supported by the project “EU for Green Agenda in Serbia”, which is implemented with financial and technical support of the European Union and in partnership with the Ministry of Environmental Protection by UNDP, in cooperation with Sweden and the European Investment Bank (EIB), with additional funding provided by the governments of Sweden, Switzerland, and Serbia.
