The PLANT Quarterly Global Assessment Report provides an overview of the 63 countries currently included in PLANT, summarizing data and insights based on submissions to the UNFCCC under the Paris Agreement, with relevance to the role of forests in global climate action. Developed by UNDP Climate & Forests, PLANT is a dynamic tool that supports countries in analyzing opportunities to enhance the forest sector’s contribution to NDC mitigation targets, access high-quality emission reductions/removals for carbon markets, and meet the enhanced transparency framework requirements.

The report consolidates publicly available information submitted to the UNFCCC and offers global insights on national GHG emissions profiles, LULUCF-related NDC targets, REDD+ implementation, Biennial Update Reports (BURs), Biennial Transparency Reports (BTRs), and Article 6 engagement. As of March 2025, 38 countries have included specific LULUCF targets in their NDCs, while 51 reference the forest sector or REDD+. A total of 54 countries have reported LULUCF time series in their GHG inventories, though only 21 have submitted a REDD+ technical annex. Gaps remain, particularly in safeguards reporting and LULUCF-specific indicators under the Enhanced Transparency Framework.

Transparency progress is advancing: 31 out of the 63 REDD+ countries submitted their first BTR by early 2025, marking a milestone under the Enhanced Transparency Framework. Additionally, 49 countries indicate interest in cooperative approaches under Article 6. This quarterly report offers a snapshot of global forest-sector climate action, guiding implementation and highlighting areas where additional support may be needed.
