NDC 3.0 in Latin America and the Caribbean: Ambition, Inclusiveness and Pathways to Sustainablity

An analysis of the new approaches in the third generation of Nationally Determined Contributions in the region.
Latin America and the Caribbean contribute less than 10 percent of global greenhouse gas (GHG) emissions, yet the region holds environmental assets of global significance while also facing high levels of climate vulnerability. This combination of relatively low emissions and high exposure to climate impacts places the region in a strategic position within the international climate architecture.
This report analyses and systematizes the main characteristics of NDC 3.0 in Latin America and the Caribbean and their level of ambition. It identifies regional trends that can strengthen regional cooperation and multilateral coordination, while also drawing lessons relevant for future revisions and new climate commitments. It also recognizes the role of the United Nations system, and, in particular, the mandate entrusted to UNDP by the UN Secretary-General through the Climate Promise initiative to provide technical and strategic support to coordinate the implementation of NDCs.
This analysis is carried out within the framework of the Issue-Based Coalition on Climate Change and Resilience of the Regional Collaborative Platform for Latin America and the Caribbean (IBC-CCR-LAC), whose objective is to strengthen inter-agency coordination and accountability of the United Nations system on climate change, particularly in the design and implementation of NDCs.
