With over 120 million people forcibly displaced worldwide due to conflict, persecution, and violence, traditional humanitarian aid alone is not enough. Sustainable solutions must integrate development and peacebuilding to support both displaced populations and host communities.

Recognizing this, UNDP and UNHCR are collaborating under the Global Collaboration Framework for Inclusion and Solutions (2023–2025). Operating in over 40 countries, this partnership drives locally led solutions that foster resilience, inclusion, and long-term development.

The report Local Action on Forced Displacement highlights case studies from the Democratic Republic of the Congo, Honduras, and Ukraine, demonstrating how investment in subnational responses promotes stability, dignity, and progress.

• Democratic Republic of the Congo: In Haut-Uélé, adaptive programming ensures that refugees and returnees receive essential services despite logistical and security challenges.
• Honduras: In Choloma, collaboration between local authorities, businesses, and civil society is addressing both protection and livelihood needs amid gang violence.
• Ukraine: In Mukachevo, a locally driven initiative has strengthened social and economic integration for internally displaced people, proving the effectiveness of municipal leadership.

These examples show that solutions to forced displacement are within reach—when local actors are empowered, policies are inclusive, and international support aligns with on-the-ground realities.

Through this work, UNDP and UNHCR reaffirm their commitment to advancing durable solutions that go beyond immediate humanitarian needs to build inclusive, resilient societies.
