The year 2025 marked a pivotal moment for international development co-operation. As countries approach the deadline for the 2030 Agenda, intersecting global crises—including geopolitical tensions, constrained fiscal space, declining Official Development Assistance, rising debt burdens, and mounting climate impacts—continued to shape development priorities. At the same time, the Fourth International Conference on Financing for Development (FfD4) in Seville and growing momentum around a 2030 Pact for Effective Development Co-operation (2030 Pact) demonstrated renewed political attention to the quality, impact, and effectiveness of development co-operation.
It is in this context that the UNDP carried out its work on the Global Project on Managing Development Co-operation Effectively in 2025, delivering on three strategic components in line with the Global Partnership for Effective Development Co-operation’s (the ‘Global Partnership’) 2023-2026 Work Programme. This 2025 Annual Status Report provides an overview of these key results achieved by the UNDP JST for the UNDP Global Project over the past year in the areas of 1) monitoring, 2) policy action, and 3) advocacy. The UNDP team that undertook this work is part of the Global Partnership’s OECD-UNDP Joint Support Team.
