Methodology and Guidance Note

Power relations shape every aspect of food systems—from who decides policy and allocates resources to whose voices are heard and who benefits from innovation. Transforming food systems therefore requires more than technical solutions; it demands a clear understanding of the underlying power dynamics that determine access to resources, influence decision-making and perpetuate inequities. The Food & Power Initiative (FPI), led by UNDP, has developed a Power Mapping Methodology to help country teams uncover and address these dynamics in order to accelerate inclusive, resilient and sustainable food-system transformation.
