The General Tax Administration of Angola (AGT) and the Brazilian Federal Revenue Service (RFB) launched the first Tax Inspectors Without Borders (TIWB) programme in Angola in November 2022. 

This programme aims to strengthen AGT’s transfer pricing tax audit capabilities, with a focus on multinational enterprises in the extractives sector. In particular, the AGT will receive assistance in relation to  risk assessment, case selection, and audit of related-party transactions. The two-year South-South co-operation project between the two tax administrations will be implemented through a series of onsite and virtual missions, allowing senior RFB specialists to work alongside AGT officials and share their experience and knowledge . The first onsite mission to Angola took place in June 2023, providing the opportunity for a dynamic and positive exchange of experiences between AGT and RFB officials.

During this one-week mission, Brazil shared its experience and approach to risk assessment and auditing, including their practices and procedures. The teams also discussed other aspects related to the organisational structure and the different transfer pricing functions of the tax administration. The next field mission to Angola is expected to take place by the end of November 2023, with further meetings planned for next year. The Brazilian tax administration has deployed three RFB’s senior tax audit specialists acompanied by three other tax audit specialists,  to provide support to the group.

This technical audit support comes at a critical time, as Angola continues to reaffirm its commitment to maintain a steady economic recovery post Covid-19.  This commitment extends to building capacity with regard to the audit of MNEs operating in the extractives sector in Angola, in order to ensure that the country collects its fair share of taxes on the profits derived from the economic activities taking place in its jurisdiction. Brazil’s commitment to provide capacity-building support to developing countries on transfer pricing tax audits is highly commended considering Brazil’s position as a major commodity exporter and RFB’s experience dealing with base erosion and profit shifting (BEPS) strategies in this sector, as well as recent developments related to Brazil’s own recent transfer pricing reform, which resulted in the implementation of a new transfer pricing framework that is aligned with the international standard.
