Cotabato City modernizes service delivery with opening of LeAPS Digital Bangsamoro Center

Cotabato City, BARMM – Cotabato City marked another achievement in digital transformation following the launched of the 11th Bangsamoro Digital Center, made possible through the Localizing e-Governance for Accelerated Provision of Services (LeAPS) Program of the Ministry of the Interior and Local Government (MILG) and the United Nations Development Programme (UNDP) in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). 

Located at BARMM’s regional hub, the LeAPS Bangsamoro Digital Center is a key infrastructure designed to provide a centralized location for online government services. More than the physical center accessible on the ground floor of the People’s Palace (City Hall), LeAPS offers an online portal accessible via personal devices. This ensures that essential services, such as applying for birth registration, business permits or zoning permits, are just a few clicks away for residents. 

During the soft launch proceedings, local leaders expressed high hopes and full confidence for the city’s digital future. Speaking on behalf of Mayor Mohammad Ali ‘Bruce’ Matabalao, City Administrator Abdulwahab Midtimbang highlighted how vital the city’s partnership with MILG and UNDP is for advancing digital inclusion. “In today’s rapidly changing world, as citizens increasingly rely on digital platforms, local governments must adapt to ensure public services are accessible and responsive,” the Administrator said, also noting that technology, such as the LeAPS Program, empowers the community through better access to information and services.

As a key pillar in accelerating digitalization in BARMM, MILG, represented by Deputy Minister Prof. Eddie Mapag Alih, spoke about how transitioning to digital platforms is no longer optional but a fundamental element for modern governance. 

“The Local Government Units (LGUs) are the frontlines of public service. Through LeAPS, we bring services closer, speed up processes, and empower our fellow constituents to participate in the digital economy,” Deputy Minister Alih said.  

During the launch, visitors and guests were given an overview of what LeAPS offers. UNDP Cotabato Head of Office Winston Aylmer Camariñas described the center as a one-stop shop that benefits constituents to access services from the comforts of their homes. 

“We are really pushing to change the narrative of governance, where access is no longer determined by how many times you go back and forth before services are delivered. The LeAPS is aimed at eliminating traditional burdens of bureaucracy,” Camariñas shared. 

The Digital Bangsamoro Center in Cotabato City is part of the broader rollout intended to create a future-ready Bangsamoro. Meanwhile, there are two additional digital centers to open soon in Lamitan City, Basilan and in Buluan, Maguindanao del Sur. 

In BARMM, other LGUs with LeAPS Bangsamoro Digital Centers established include Datu Blah Sinsuat, Parang, Upi (Maguindanao del Norte); Shariff Aguak (Maguindanao del Sur); Butig, Piagapo, Marantao, Taraka (Lanao del Sur); and Bongao (Tawi-Tawi). To date, more than 7,600 individuals have registered and have access to the LeAPS #Digital Bangsamoro Web Portal.
