BARMM Peace, Public Order and Safety and Security Committee convenes to enhance inputs for the 2nd Bangsamoro Development Plan (2023-2028)

August 19, 2022

DAVAO CITY --- To prepare for the upcoming formulation of the second Bangsamoro Development Plan (2023 - 2028), the Peace, Public Order, Safety and Security Committee (PPOSSCom) under the Bangsamoro Economic and Development Council (BEDC) conducted a three-day sectoral refinement workshop on July 17-20, 2022, with technical assistance from the UNDP Philippines and the Australian Embassy in the Philippines.

Through the workshop, the member ministries, offices, and agencies (MOAs) under the PPOSSCom collectively reviewed and refined the sectoral results statements, targets and strategies on Peace, Public Order, Safety and Security under the successor plan for the BARMM. Led by EnP Gil M. Cambronero, Division Chief of the PPOSS Division of the Bangsamoro Planning and Development Authority (BPDA), the workshop served as a venue to agree on the proposed outcome statements, indicators and targets, and strategies and possible sectoral contribution to their attainment.

PPOSSCom representatives had the opportunity to further refine the results of the problem and objective tree analyses conducted across five subsectors namely: Peace and Security, Public Order and Security, Peacebuilding, Human Rights, and Disaster Risk Reduction-Climate Change Adaptation (DRR-CCA). Resource persons from UNDP Philippines and BARMM MOAs also shared presentations on the Bangsamoro Plan of Action on Community Resilience (BPA-CoRe); BARMM Regional Action Plan on Women, Peace and Security (RAP-WPS) 2020-2022; Non-Moro Indigenous Peoples Strategic Plan 2022-2025; and updates on the ongoing formulation of the Bangsamoro Action Plan on Youth, Peace and Security (YPS) to help inform the sectoral review process.

The three-day workshop, which was also attended by Melanie M. Indar, Director of the Planning and Policies Bureau of the BPDA, helped participants determine sectoral goals, strategies, and identification of policy and legislative agenda for adoption in the 2nd BDP. The results of this sectoral refinement workshop will help to guide development planning, programming and budgeting in the BARMM, which are pivotal in achieving the goals being set for the 2nd Bangsamoro Development Plan (BDP).

In support of the formulation of the 2nd BDP 2023-2028, the PPOSS Committee is continuously engaging peace and development partners in the Bangsamoro region with the support of the UNDP Philippines and the Embassy of Australia in the Philippines. [E]
