UNDP Pakistan Annual Report 2024: A Year of Progress and Opportunities

As Pakistan stands at the crossroads of challenge and opportunity, 2024 marked a transformative chapter in its development journey. The UNDP Pakistan Annual Report 2024 captures a story of resilience, innovation, and impact — from remote mountain villages to urban centres, from flood recovery to digital revolutions.
Against the backdrop of accelerating climate threats, a rapidly evolving tech landscape, and pressing governance needs, we worked with government partners, communities, and civil society to build pathways toward inclusive, sustainable progress. Here’s a snapshot of what was achieved.
Governance That Delivers

In 2024, a year of general election, democratic participation deepened, and justice became more accessible:
• 85.5 million people reached through voter education campaigns, helping boost women’s voter turnout from 39.7 percent in 2018 to 43 percent.
• 102,500 new voters — primarily women — were registered ahead of the general election.
• 3.2 million people gained access to justice through mediation centres and legal aid support in Balochistan and Khyber Pakhtunkhwa (KP).
• Legal awareness campaigns led to a fourfold increase in case reporting in KP — from 4,768 in 2023 to 17,792 in 2024.
We also supported the first Accessibility Reform Action Plan for elections, trained over 713 local representatives (including 64 women), and launched 167 micro-projects through village councils in KP’s merged districts — restoring public trust and local services.
Sustainable Economic Growth for All

In 2024, UNDP championed inclusive growth, supporting entrepreneurs, boosting job creation, and accelerating digital and green investments to build a more resilient economy.
• 8,670 young people (55 percent women) received vocational and digital skills training.
• 35,745 flood-affected individuals, including 17,351 women, restored their livelihoods.
• The BizHub portal launched to connect investors and businesses in KP.
• UNDP mapped a US$7.9 billion pipeline of 44 green projects, catalyzing investments in clean energy and sustainable transport.
Pakistan’s first Digital Development Index was also unveiled, spotlighting regional digital divides and new pathways for inclusion.
Going Clean and Green

As one of the world’s most climate-vulnerable countries, Pakistan made bold strides toward resilience:
• 35,000+ individuals regained livelihoods through the Flood Recovery Programme.
• 197 early warning systems were installed in KP and GB, protecting 700,000 people from glacial lake outburst floods (GLOFs).
• 2,000 households gained access to solar energy and clean drinking water.
• A new Biodiversity Action Plan and Karachi Climate Action Plan were finalized.
• 800 flood-damaged homes are being rebuilt in Quetta with climate-resilient designs.
In a landmark achievement, Pakistan became the first Asian country to access support from the Global Shield against Climate Risks, signaling global trust in local action.
Empowerment in Action

UNDP’s efforts to leave no one behind translated into tangible progress:
• Close to 10,000 women in flood-affected regions revived their income sources.
• 4,300+ women gained vocational skills in trades and entrepreneurship.
• The Sehat Dost mobile app — designed with privacy and dignity — has now reached 6.6 percent of Pakistan’s HIV-positive population.
• UNDP-supported HIV prevention services reached 781,678 people, with 37 new sites launched in underserved areas.
From Sabira stitching biodegradable bags in Skardu to Ghazala defending vulnerable women in Quetta’s courts, the report highlights powerful stories of courage and transformation from communities across Pakistan.
Looking Ahead: Turning Promise into Progress

The next five years will define Pakistan’s development journey — and UNDP is ready.
With climate change intensifying, economic gaps widening, and digital shifts accelerating, business as usual is not an option. What lies ahead is a window of possibility — one that must be seized with urgency, innovation, and courage. UNDP Pakistan is stepping into this decisive moment with a clear vision.
We will scale up digital transformation, ensuring that young people, women, and underserved communities are not left behind in the digital age — but empowered by it.
We will mobilize bold investments, bringing together the private and public sectors to unlock financing for climate action, green infrastructure, and inclusive growth.
We will generate decent jobs through sustainable tourism, nature-based enterprises, and resilient value chains so people can earn with dignity.
And we will continue to advance justice, gender equality, and social protection, so that every voice is heard, every right protected, and every person has the opportunity to thrive.
None of this work would be possible without the trust and collaboration of our partners — government institutions, the private sector, development agencies, and civil society.
