Umbrella Programme to Support National Biodiversity Strategy and Action Plan Update and the 7th National Report

Project Summary  

National Biodiversity Strategies and Action Plans (NBSAPs) are the cornerstone for countries to plan and address threats to biodiversity, forming the basis for implementing the Convention on Biological Diversity (CBD) at national and global levels. They contribute to other biodiversity-related conventions and agreements, including the Strategic Plan for Biodiversity 2011–2020 and the Aichi Targets.

This Global Programme supports countries in revising and updating their NBSAPs to fully align with the Kunming-Montreal Global Biodiversity Framework targets, ensuring effective national implementation of the CBD. The programme also assists countries in preparing and submitting their 7th National Report, strengthening reporting on the implementation of both the Convention and the Framework.

By enhancing national planning and reporting processes, the programme helps countries integrate global biodiversity priorities into national strategies, address critical conservation challenges, and contribute meaningfully to international biodiversity commitments.

Objectives  

  • Revise Pakistan’s NBSAP to align with the Kunming-Montreal Global Biodiversity Framework targets, integrating biodiversity across policies with inclusive and gender-responsive participation.
  • Support the preparation and submission of Pakistan’s 7th National Report to CBD, strengthening biodiversity monitoring, spatial analysis, and data systems.
  • Create actionable pathways for sustainable biodiversity financing and mobilize resources to ensure long-term conservation outcomes.
  • Enhance federal and provincial institutional and technical capacity to implement biodiversity commitments effectively, improving governance, and facilitating knowledge exchange.

Outcomes  

  • The NBSAPs are fully revised with 2030 and aligned with Global Biodiversity Framework targets, incorporating costed implementation plans, and monitoring frameworks established through broad stakeholder consultation.
  • The 7th National Report is compiled and submitted, effectively gathering national data, case studies, and performance assessments, including gender and social equity analysis, to track NBSAP implementation.
  • Environmental and Social Impact Assessments are conducted, and a National Gender Analysis and Action Plan is developed to support inclusive and gender-responsive biodiversity planning.
  • Key Biodiversity Areas, ecological corridors, and restoration zones are mapped and evaluated using Geographic Information System (GIS) technology, identifying spatial threats and building technical capacity in national and provincial GIS units.
  • Biodiversity finance strategies are designed and implemented, identifying funding gaps, piloting innovative mechanisms such as public-private partnerships, green taxes, and conservation levies, with technical guidance to mainstream biodiversity across sectors.
