Policy Innovation Programme
Project Summary
Pakistan’s development journey has been marked by periods of progress alongside persistent structural challenges, with gains in poverty reduction, infrastructure, and democratic governance often undermined by macroeconomic instability, weak institutions, and widening social disparities.
Recognizing the need for transformational change, the United Nations Development Programme (UNDP) launched the Policy Innovation Programme (PIP) which builds on the legacy of UNDP’s Policy Support Programme to embed innovation, evidence, and inclusivity into the policy process.
PIP is designed to strengthen the capacity of national and sub-national actors to navigate complex development challenges and accelerate progress toward the Sustainable Development Goals (SDGs). Its work spans flagship knowledge products, such as the National Human Development Report and Development Advocate Pakistan, as well as the development of the National Economic Recovery Plan and data snapshots on socio-economic trends. The programme also drives digital transformation through AI-driven SDG solutions, a geo-map dashboard, and a digital service offering, while strengthening women’s leadership and supporting the poorest districts in building inclusive, equitable, and future-ready policies.
The programme’s integrated approach combines evidence-based policy research, technical advisory services, and strategic convening to catalyze transformative, inclusive, and future-ready policies that respond dynamically to Pakistan’s evolving needs.
Objectives
- Expand evidence-based policy research and analysis conducted on issues of inclusive and sustainable growth and development.
- Provide demand-based technical assistance to government and program units of UNDP on emerging development issues for programme design, improved targeting, impact assessment, and related areas.
- Promote strategic partnerships and convene policy dialogues to support the successful implementation of the PIP.
Outcomes
- Informed key reforms through 20+ policy products, national consultations, and technical assistance to government and UNDP units.
- Introduced Pakistan’s first Digital Development Index, co-created SDG dashboards, and engaged 1,000+ stakeholders in provincial launches.
- Trained over 50 women in economic and financial policy leadership, supported by a nationwide situational analysis and advocacy platforms.
- Developed the National Economic Recovery Plan, influencing IMF talks and guiding fiscal, trade, and social protection reforms.
- Profiled 20 poorest districts and designed tailored development plans to target poverty drivers and unlock local opportunities.
