The global AI conversation tends to center on who is building the most powerful models. The UNDP report "Small States, Big Signals" challenges that framing. Some of the clearest lessons about AI governance are coming from countries like Trinidad and Tobago, from governments that have to make real decisions about deploying AI in public services, with limited resources and real accountability to citizens.
Trinidad and Tobago as a Global Learning Case
The report draws on eleven countries and territories, including Trinidad and Tobago, whose participation in the UNDP AI Trust & Safety Re-imagination Programme produced concrete insights on managing AI risks under resource constraints. The country's contribution goes beyond participation. Stakeholders there identified procurement as a governance tool that doesn't depend on regulation being in place first. Setting clear expectations in contracts with technology vendors — alongside practical guidance for public servants — gives governments more control over AI adoption than waiting for legislation to catch up.
The report also notes that AI oversight in Trinidad and Tobago is distributed across multiple institutions, which creates coordination challenges familiar to many countries. What it specifically highlights are how procurement is shifting from a compliance function to something more strategic: a way for governments to ask harder questions of AI vendors before contracts are signed and systems are embedded.
From Global Report to National Action
These findings connect directly to work already underway in Trinidad and Tobago. The Ministry of Public Administration and Artificial Intelligence has been working through the governance dimensions of AI adoption, treating it not as a purely technical matter, but as a policy challenge requiring coordination, planning, and institutional readiness.
Over the past two years, UNDP and the Government have collaborated on AI policy, digital infrastructure, capacity building, youth engagement, and regional knowledge exchange. The shared priority has been keeping AI discussions grounded in questions about people, trust, and inclusion rather than deployment speed alone. Current efforts include the development of a National AI Framework, advancing AI Trust and Safety approaches, strengthening Digital Public Infrastructure, and establishing the foundations for Open-Source Programme Office (OSPO) collaboration across government. Together, these initiatives are 1 Page helping to create the institutional architecture needed to move from ambition to implementation.
Support from key partners like CAF and the EU is instrumental. The report reinforces several of the same priorities: building institutional capacity before systems get embedded, strengthening procurement frameworks, investing in data infrastructure, and developing practical accountability mechanisms. Importantly, this work is not intended to generate another round of policy discussions. It is creating practical tools, governance mechanisms, and implementation pathways that can guide the responsible deployment of AI across the public sector. By connecting policy, infrastructure, procurement, capacity building, and trust and safety measures, Trinidad and Tobago is building an operational foundation for AI adoption that other countries can learn from.
Why Small States Have a Big Voice
Small states tend to encounter AI's practical limitations before larger countries do. Operating with constrained capacity and high public accountability means problems surface faster and are harder to absorb. That makes countries like Trinidad and Tobago useful, not as edge cases, but as early signals. The governance approaches being tested here reflect actual constraints, not conditions designed for a much larger system. Those lessons are directly relevant to other Small Island Developing States and developing countries facing similar realities. In the Caribbean, governments are actively working out how AI can improve public services, support education, and strengthen disaster preparedness. How that goes here will shape how it goes elsewhere.
Building Trust Before It's Needed
One theme runs through the report consistently: trust cannot be retrofitted. Once an AI system is embedded in how government decisions get made, adding accountability mechanisms after the fact is much harder than building them in from the start. That means good governance, clear accountability, quality data, and real mechanisms for people to question or correct automated decisions, not as aspirational principles, but as preconditions for responsible adoption. UNDP's work in Trinidad and Tobago and across the Caribbean reflects the same logic.
The goal isn't faster AI adoption. It's trusted AI adoption; helping institutions understand both the opportunities and the risks and building the conditions under which technology can deliver real development outcomes. Trinidad and Tobago's experience shows what that looks like in practice. As the country advances its National AI Framework, AI Trust and Safety agenda, Digital Public Infrastructure, and OSPO workstreams, it is demonstrating how small states can move beyond strategy and toward 2 Page implementation.
The emerging model is not only relevant nationally but offers valuable lessons for other Small Island Developing States seeking to adopt AI responsibly and at scale. If sustained, this approach could position Trinidad and Tobago as a regional reference point for trusted, inclusive, and responsible AI adoption.
