Since August 19, 1994, Kazakhstan has been a full Party to the Convention on Biological Diversity, signed in Rio de Janeiro on June 5, 1992. Over the past 31 years, substantial progress has been made in establishing the institutional framework for the conservation and sustainable use of biodiversity. A legal framework for ensuring the conservation and sustainable use of biodiversity has been established, which is ultimately consolidated and implemented in practice through the provisions of the Environmental Code of the Republic of Kazakhstan and the subordinate regulatory legal acts adopted for its implementation.  

The Head of State has been pursuing a clear and consistent policy on the  institutionalization of environmental protection measures, including the most pressing issues of biodiversity conservation. In 2019, a separate ministry responsible for addressing environmental issues, including biodiversity conservation, was established  by a Decree of the President of the Republic of Kazakhstan. A foundation has been laid  for structural transformations in the country’s socio-economic development strategy,  setting a “green vector” for the progressive development of the entire state. 

The Green Economy Transition Concept of the Republic of Kazakhstan, adopted in 2013, was updated and supplemented by the Decree of the President of the Republic of Kazakhstan dated June 10, 2024, No. 568. The Concept for the Conservation and Sustainable Use of Biodiversity in the Republic of Kazakhstan for 2026-2035 is a logical continuation of this document and aims to further expand and deepen approaches to the conservation and sustainable  use of biodiversity in the context of the transition to a green economy.
