Background
The United Nations Development Programme (UNDP) is inviting proposals from eligible youth-led organizations to implement the National Digital Financial Literacy Campaign under the Pro PALOP–TL Project co-funded by EU. The project supports Timor-Leste's digital transformation by promoting digital financial literacy through community outreach, public awareness, and communication campaigns.
The objective of this Call for Proposals is to improve digital financial literacy among citizens by increasing awareness and understanding of digital financial services, responsible digital financial practices, cybersecurity, and the safe use of digital payment systems through community engagement and nationwide communication campaigns.
Objectives
- Improve citizens' understanding of digital financial services.
- Promote responsible digital financial practices.
- Increase awareness of cybersecurity and the safe use of digital payment systems.
- Deliver nationwide community engagement and communication campaigns to improve digital financial literacy across Timor-Leste.
Funding: Up to USD 10,000
Implementation Period: August 2026 – November 2026 (3 months).
Eligibility: Youth-led associations/groups with valid legal registration.
Target Beneficiaries: Citizens and communities across Timor-Leste.
Proposal Submission Requirements
Interested organizations must submit the following documents:
- Technical Proposal
- Financial Proposal (using the budget template in Annex B)
- Implementation Timeline / Workplan
- Copy of Legal Registration Certificate
- CVs of Key Personnel
- Bank Account Details in the name of the applying organization
- Past Experience Proof (optional but recommended)
