112 polling stations out of a total of 1,974 polling stations in Moldova are accessible. These are the results of the national assessment of polling station accessibility carried out in 2025 by the INFONET Alliance, at the request of the Central Electoral Commission, with the support of UNDP Moldova, Norway, Sweden, Canada, and Denmark.

The assessment shows that 567 polling stations, or 28.72%, are partially accessible, while 1,295, or 65.6%, remain inaccessible. These findings confirm that, although significant progress has been made in recent years, the accessibility of polling stations remains an area where urgent and consistent action is needed.

In 2022, 2,017 polling stations were assessed, of which only 18 or 0.89% were fully accessible, 551 or 27% were partially accessible, and approximately 72% were inaccessible. Thus, data from 2025 show a more than sixfold increase in the number of fully accessible polling stations, from 18 to 112. At the same time, the percentage of inaccessible polling stations decreased from about 72% to about 66%, and the percentage of partially accessible polling stations remained relatively constant, at 27% in 2022, compared to about 29% in 2025.

"Ensuring an inclusive electoral process remains a priority for the Central Election Commission. When we talk about elections, we are referring not only to free and secret voting, but also to ensuring equal treatment for all voters. We must bring to the public's attention that polling stations are located in publicly owned buildings, and this audit report should be a signal to all actors involved in determining these locations. For us, the assessment is not just a statistical tool, but an indicator from which we start to develop our strategies as the main electoral authority of the Republic of Moldova," said Dana Munteanu, SSecretary of the Central Election Commission.

"People with disabilities want to live independently, and infrastructure accessibility is essential for exercising their fundamental rights. There are approximately 161,000 people with disabilities living in the Republic of Moldova, of whom over 150,000 are voters. Therefore, the results of the audit of polling stations highlight existing barriers and contribute to ensuring equal conditions for participation in the electoral process. Respecting this right is not only a legal obligation but also a prerequisite for a democratic and inclusive society," said Victor Koroli, Executive Director of the INFONET Alliance.

The audit of polling station accessibility began in 2019 and the first stage was completed between January and April 2022

This phased approach demonstrates that constant monitoring and involvement in auditing polling station accessibility are essential to ensuring an inclusive electoral process.

Based on the results of this assessment, the INFONET Alliance, with the support of UNDP Moldova, Norway, Sweden, Canada, and Denmark, will begin construction of at least 24 access ramps to polling stations in the coming period.
