EU4Youth is supporting Albanian institutions to roll out the Youth Guarantee—an EU-backed programme that ensures every young person not in employment, education or training (NEET) receives a quality offer of work, education, or training within four months of registering with employment services. The programme is currently being piloted in Tiranë, Shkodër, and Vlorë, with the aim of building a more inclusive and youth-focused employment system.

To help shape smarter policies and better-targeted services, EU4Youth supported the development of an in-depth NEET profiling factsheet, based on 2023 Labour Force Survey data. 

The factsheet offers fresh insights into who NEET youth are, what barriers they face, and how institutions can better support them—making sure no young person is left behind in Albania’s future.
