Bappenas and UNDP Hold Workshop on WEF Nexus Policy and Institutional Coherence

Jakarta, 25 June 2025 – The Ministry of National Development Planning (Bappenas), through its Deputy for Food, Natural Resources, and Environment, in collaboration with the United Nations Development Programme (UNDP) and the UK-Foreign Commonwealth and Development Office (UK-FCDO), hosted a national workshop to sharpen policy and institutional coherence for Indonesia’s Water-Energy-Food (WEF) Nexus.

Supported by the UK-FCDO through Climat Action for Resilience Asia (CARA) Flexible Fund Projectthe workshop aimed to align policies across all levels of government, strengthen collaboration among stakeholders, and map the landscape of key actors in WEF-related initiatives. With growing complexity in managing water, energy, and food security, the workshop also sought to identify overlapping interests, analyse institutional dynamics, and lay the groundwork for an integrated national WEF implementation platform.

In his opening remarks, Mr. Dadang Jainal Mutaqin, Ph.D., Director of Forestry and Water Resource Conservation at Bappenas emphasised, “Strengthening institutional synergy across the water, energy, and food sectors is key to ensuring long-term resilience. This workshop is an important step toward integrated governance that is responsive to Indonesia’s diverse local contexts.”

The first workshop session was delivered by Rifdan Firmansyah, Policy Officer at UNDP Indonesia, who discussed Policy Coherence. The second session emphasised collaboration among institutions and stakeholders in WEF preferences based on site-specific factors, to be conducted at the regency/city level and within specific contexts such as food estates, green technology (solar PV-powered water pumps in agricultural areas), geothermal, and biofuels (biodiesel and bioethanol).

UNDP extended its appreciation for the active participation and valuable insights shared throughout the workshop, reaffirming its continued support for the Government of Indonesia in shaping a comprehensive and inclusive WEF Nexus roadmap.

“Building coherence across water, energy, and food systems is not just a policy goal, it’s a necessity for climate resilience and sustainable development,” said Juliaty Ansye Sopacua, Senior Advisor at UNDP Indonesia. “This collaboration reflects our shared commitment to strengthening institutional capacities and delivering solutions that respond to both national priorities and local realities.”

About Indonesia’s WEF nexus:
The Water-Energy-Food (WEF) Nexus underscores the critical interlinkages between these three sectors—recognising that sustainable access, affordability, and availability of each depends on the others. In Phase I, Indonesia successfully developed a WEF Security Nexus Framework, using a location- and context-specific approach to outline key priorities, identify available technologies, and map potential funding sources. This workshop marked a pivotal shift from planning to implementation. Phase II now focuses on institutional mapping and strengthening policy coherence, which will inform the national WEF Nexus roadmap and be supported by a digitally enabled Decision Support System.
