FOLUR Project Indonesia Hosts GEF Secretariat to Strengthen Policy Coherence and Public-Private Partnerships for Sustainable Food Systems and Land Use

Jakarta, 16 June 2025 – The Government of Indonesia, in close partnership with the United Nations Development Programme (UNDP) and the Food and Agriculture Organization (FAO), is driving forward the implementation of the Food Systems, Land Use, and Restoration (FOLUR) Indonesia Project. This initiative is part of a seven-year global impact programme funded by the Global Environment Facility (GEF) and implemented across 27 countries.
Today, through the FOLUR project, the Coordinating Ministry for Food Affairs convened a national workshop in Jakarta as part of its knowledge sharing and learning agenda. The event coincided with the official visit of senior representatives from the GEF Secretariat, UNDP Regional Bureau, and FAO Regional Office.
Held under the theme “Leveraging Public-Private Partnerships and Sharing Policy Coherence of FOLUR Indonesia Implementation,” the workshop brought together around 100 participants from government ministries, the private sector, civil society, and international organizations. As the project has been ongoing since 2022, this event served as a platform to review the project’s mid-term achievements, share lessons learned, and reinforce cross-sectoral collaboration.
Dr. Nani Hendiarti, Deputy Coordinating Minister for Food Affordability and Security of the Coordinating Ministry for Food Affairs, as the Chairperson of Project Steering Committee of FOLUR Project Indonesia, emphasized international partnership as a main pillar in the effort to embed sustainability into Indonesia's key commodities value chains. “Achieving food system transformation requires a strong synergy between Indonesia’s policy framework and cross-sectoral collaboration. This partnership, supported by GEF and driven on the ground by UNDP and FAO, is the critical engine for creating scalable and replicable change that empowers sustainable commodity production while conserving biodiversity,” she stated.
The workshop featured two key sessions, namely i) Public-Private Partnerships (PPP) and Public-Private Community Partnerships (PPCPs); and ii) Deep Dive Workshop on Policy Coherence. The PPP/PPCPs session showcased innovative financing models, inclusive business practices, and farmer support systems that demonstrated how the private sector can accelerate sustainability in agricultural landscapes. Meanwhile, the Policy Coherence session underscored the importance of aligning FOLUR’s implementation with Indonesia’s national development priorities and global commitments, including the Sustainable Development Goals (SDGs), climate change mitigation targets, and Kunming-Montreal Biodiversity Framework.
“Indonesia is demonstrating strong leadership in integrating biodiversity, climate, and sustainable agriculture goals through the FOLUR platform. The progress made in aligning public–private partnerships and land-use planning shows that transformative food systems are achievable when policy coherence and landscape-level collaboration are prioritized,” said Dr. Peter M. Umunay, Thematic Lead, Food Systems and Land Use, GEF Secretariat.
The FOLUR Project Indonesia seeks to promote more sustainable and inclusive agricultural practices through an integrated landscape management (ILM) approach, a strategy that balances environmental, social, and economic priorities across entire landscapes to support both productivity and conservation goals. It is implemented across five provinces and five districts: Aceh (Central Aceh), North Sumatra (Mandailing Natal), West Kalimantan (Sanggau), South Sulawesi (Luwu), and Southwest Papua (Sorong), that are vital to Indonesia’s food security, biodiversity, and climate resilience.
“Achieving policy coherence requires continuous engagement and alignment across all levels of government, from the national to the village level. We are committed to fostering and supporting local champions who serve as key drivers for the effective implementation of national, provincial, and district policies at the grassroots level. This work is only possible through strong collaboration with government institutions, the private sector, and communities,” stated Ms. Ratna Sari, National Project Manager of FOLUR.
Progress on the ground is already underway. FOLUR Indonesia has completed key foundational studies, including the Targeted Scenario Analysis (TSA) and High Conservation Value/High Carbon Stock (HCV/HCS) assessments across three jurisdictions: Aceh (Central Aceh), North Sumatra (Mandailing Natal), and South Sulawesi (Luwu). These studies provide scientific grounding for evidence-based land use planning that supports farmers while conserving critical ecosystems through Sustainable Ecosystem Management (SEM).
Momentum continues to grow, with the project achieving nearly 70% of its co-financing target—USD 93.7 million secured out of the USD 132.5 million targeted—reflecting strong financial support and shared ownership. The FOLUR Project has also helped strengthen private sector participation, with more companies committing to responsible and sustainable supply chains. Simultaneously, capacity-building programs equip local governments and planning committees with skills to design and implement integrated land use strategies that align with both environmental and development goals.
By weaving together inclusive dialogue, governance reform, and catalytic investment, FOLUR Indonesia is paving the way to a resilient, equitable, and nature-positive food system. This effort supports the government’s priority of achieving national food self-sufficiency while reinforcing Indonesia’s leadership in the global FOLUR platform and its commitment to sustainable development, climate action, and biodiversity conservation.
