Government, business, academic institutions, and Ukraine’s international partners share their vision of a strategy for exports until 2030
Draft of Ukraine's new National Export Strategy is presented in Kyiv

Kyiv, 30 May 2025 – Ukraine has unveiled its draft National Export Strategy, a comprehensive plan to boost the nation's economic resilience and technological potential, aiming for export-oriented growth until 2030.
The strategy, developed in collaboration with government bodies, businesses, academic institutions, and international partners, seeks to significantly increase the export of higher value-added goods and services. The strategy’s public presentation and a discussion about it took place at the “Export in Times of War: Challenges and Opportunities” conference in Kyiv.
The National Export Strategy was developed on the basis of a previously conducted Foresight, as well as a Green Paper (identifying key problems) and a White Paper (proposing solutions to them) concerning Ukrainian exports. The draft strategy was also discussed at the regional level in Odesa, Kyiv, Lviv, and Dnipro. Feedback from regional stakeholders was incorporated into the final document presented at the event.
Also presented at the conference were: an assessment of the behavioural strategies of importers of Ukrainian goods in the top 10 countries; and a roadmap for promoting Ukraine's economic potential in foreign markets during wartime.
The goal of the National Export Strategy until 2030 is to increase the resilience of the Ukrainian economy, strengthen its technological potential, and transition to export-oriented growth by increasing the export of goods and services with higher added value.
At the opening of the conference, Taras Kachka, Deputy Minister of Economy of Ukraine – Trade Representative of Ukraine, noted: "National Export Strategy requires strengthening the coordination of interaction between business, government, and public institutions to create favourable conditions for export development. The state must perform service functions, providing support to producers and businesses within the country and abroad. It is important for us to increase the production and export of Ukrainian goods and services with advanced processing and higher added value. Therefore, the state policy "Made in Ukraine" has become a basic cornerstone of thinking when developing an export strategy".
Markus Koll, Head of Cooperation at the Embassy of the Federal Republic of Germany in Ukraine, stated: “We support Ukraine's efforts to expand trade with international partners, particularly with the EU, by removing technical barriers, harmonizing legislation, and strengthening institutions. For this, it is important not only to create a strategy but also to ensure its practical implementation – through business support, financial instruments, and the development of small and medium-sized enterprises.”
Rana El-Houjeiri, Senior Advisor at UNDP in Ukraine, Head of Policy Unit, emphasized: “As a development partner, we are proud to have supported a process that was not only technically sound but also deeply inclusive. This strategy is the result of extensive consultations and open dialogue between national and regional authorities, the business community, civil society, and expert groups.”
Background:
The event was organized by the Public Union "Reform Support Fund in Ukraine" within the framework of the "Transformative Recovery for Human Security in Ukraine" project, with financial support from the Government of Japan. The project is implemented by the United Nations Development Programme (UNDP) in Ukraine in cooperation with the Ministry of Economy of Ukraine and the international cooperation project ReACT4UA (Application and Implementation of the Association Agreement between Ukraine and the EU in the field of trade), executed by the German federal company Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
