Project Summary:

EU4Recovery is a flagship partnership between the European Union (EU) and UNDP, co-funded by the Government of Sweden, that supports Ukraine’s war-affected communities in restoring essential services, strengthening local governance, improving public safety and fostering social cohesion. The programme employs an Area-Based Recovery (ABR) approach, combining interventions across multiple sectors to address communities’ most pressing needs and help local authorities lead inclusive, resilient and sustainable development.

Building on the achievements of Phase I (2022-2025), the partnership is continuing in Phase II (2026-2028), supported by an additional EUR 50 million investment from the EU and Sweden.

EU4Recovery focuses on three core objectives:

1. Strengthening local authorities to lead reconstruction, returns, resilience and reform processes.
2. Enhancing human capital and socio‑economic recovery, including improved social, health, employment and skills development services.
3. Reinforcing social cohesion and the social contract, with particular attention to veterans and youth.

Partner regions

Between 2022 and 2025, EU4Recovery delivered significant results across Ukraine:

• Expanded health care support in 57 facilities across nine oblasts, providing medical equipment, telemedicine tools, rehabilitation resources and emergency infrastructure upgrades.
• Strengthened emergency response capacities through the provision of ambulances, mobile clinics, specialized vehicles and training for 447 health care workers, including 389 ambulance drivers certified as emergency medical technicians.
• Improved access to administrative services for more than 222,600 people through modular and mobile service centres and digital service solutions.
• Establishment of 29 mobile social and home-care services, supported vulnerable groups through social adaptation centres and improved social infrastructure nationwide.
• Strengthening of 31 emergency and police units with critical equipment and establishment of new police stations, child-friendly justice spaces and safety classrooms for children.
• Support for 82 community engagement platforms involving around 1,700 participants, resulting in approximately 150 quick-impact community projects.
• Awarding of 166 grants that benefitted more than 115,000 people, supporting social cohesion, social entrepreneurship, psychosocial support, community security and veteran reintegration.
• Enhanced access to justice for more than 235,000 people and support for 16 veteran hubs serving veterans and their families.
• Expanded youth participation through leadership programmes, volunteering initiatives, ideathons, forums and the establishment of 13 youth spaces.

Through Phase II, EU4Recovery empowers communities by strengthening local institutions, improving public services, advancing socio-economic opportunities and promoting inclusive participation. By investing in people and institutions, the partnership is contributing to resilient recovery and supporting Ukraine’s progress towards sustainable development and European integration.
