Results of a national survey of Ukrainians businesses unveiled
Ukrainian entrepreneurs face business inspection challenges

KYIV, 23 October 2023 – Nearly half of Ukrainian businesses face inspection-related challenges, according to a new survey conducted by the Ukrainian Chamber of Commerce and Industry, with the support of the United Nations Development Programme (UNDP) and the German Federal Company GIZ. These and other findings were revealed in the initial results of the 'Business Barometer,' a tool for monitoring changes in the business environment.
This innovative survey provides valuable insights into both challenges and opportunities for Ukrainian entrepreneurs, with initial results yielding critical information. For example:
- 43% of entrepreneurs strongly feel the burden of business inspections.
- 40% experience no audit-related issues: On the other hand, 40 percent of business-owners reported that they do not encounter any problems with business inspections.
- 17% of surveyed entrepreneurs said inspections hinder their business operations.
- 4% found that inspections actually help improve their business processes.
Through monthly surveys carried out via Viber and Telegram Chatbots, the 'Business Barometer' aims to gauge the sentiments of entrepreneurs, providing them with a direct platform to voice their concerns and express their opinions. This initiative empowers businesses to influence policies and address critical issues promptly.
The ‘Business Barometer’ is just beginning its journey and will continue to survey entrepreneurs monthly. The primary focus will be the most pressing issues for entrepreneurs, ensuring timely and informed interactions with authorities. Quite soon, partners plan to release the dashboard where detailed results of the surveys will be represented, including geographical distribution.
UNDP Deputy Resident Representative Christophoros Politis said that UNDP is very proud to be providing the business community with a platform to record and voice their perspectives on how to improve the business environment and tackles challenges. The ‘Business Barometer’ is a tool that will contribute to inform public policies with entrepreneurs' aspirations and needs, thus ensuring a more prominent role of the private sector in the recovery process. “UNDP calls upon all entrepreneurs to actively participate in the ‘Business Barometer’ surveys, which would take place on regular basis, and to contribute in shaping the future of the Ukrainian business landscape,” he added.

The ‘Business Barometer’ surveys are conducted under the international cooperation project ReACT4UA ("Application and implementation of the Association Agreement between the EU and Ukraine in the sphere of trade") funded by the German government.
