UNDP supported the development of the Development Strategy of the Parliament Kyrgyz Republic

Bishkek, October 10, 2022 - The United Nations Development Programme in Kyrgyzstan supported a seminar for the draft Development Strategy of the Jogorku Kenesh of the Kyrgyz Republic until 2027. The seminar was attended by deputies and employees of Jogorku Kenesh, representatives of international organizations and civil society.
Head of the Office of the Jogorku Kenesh of the Kyrgyz Republic Bakytbek Mazhitov expressed gratitude to the representatives of international organizations - UNDP and the OSCE Program Office in Bishkek for fruitful partnerships. He stressed that the Jogorku Kenesh, within the framework of its strategy, defines new approaches and tools in lawmaking and oversight functions, increasing the role of committees, factions, deputy groups and their secretariats, as well as the Office of the Jogorku Kenesh. He indicated that the draft Strategy for the Development of the Jogorku Kenesh of the Kyrgyz Republic until 2027 should reflect the conceptual vision of further steps in the development of the Kyrgyz parliament.
UNDP Deputy Resident Representative in Kyrgyzstan, Monica Rijal noted “An effective parliament as a democratic institution of oversight, policy and rulemaking, which is representative, accessible and accountable, is necessary for democracy, maintaining peace, respecting the rule of law and human rights, promoting gender equality and inclusive policies, improving economic well-being, social justice and ensuring that the country complies with international obligations. Concluding her speech, she wished the participants of the event fruitful and efficient work.
UNDP expert Natalia Slepchenko explained why it is important to implement the SDGs in the 2027 Strategy: “The parliaments of all UN member countries play an extremely important role in achieving all 17 SDGs. Involvement in the process is carried out through the main functions: lawmaking, budget approval, as well as control over the implementation of Laws, interaction with the population (representative function). At the same time, the main attention of deputies deserves to be involved in contributing to the achievement of SDG 16, aimed at building a peaceful and open society, ensuring access to justice for all and creating effective, accountable institutions at all levels. The reflection in the Strategy of the Jogorku Kenesh of the Kyrgyz Republic for the next 5 years of some key aspects related to the contribution to the achievement of the SDGs will not only increase the effectiveness of the national Parliament, but also significantly strengthen the understanding and role of deputies in achieving sustainable development, in particular within the framework of SDG 16.”
