Kyiv, 26 August 2022 – The United Nations Development Programme (UNDP) in Ukraine and the Staff of the National Security and Defense Council of Ukraine will ramp up cooperation to improve emergency response, post-war recovery and infrastructure restoration through improved data collection and analysis. The Memorandum of Understanding, signed today, also calls for further development of relevant methodologies and information sharing.

Proper approaches to data collection applied at an early stage can help ensure that the information is accurate and accessible to all the relevant government institutions, international partners and other stakeholders. This then can better inform the development of recovery projects and contribute to emergency and post-war restoration of infrastructure countrywide.

Manal Fouani, acting UNDP Resident Representative in Ukraine, emphasized the importance and timeliness of the strategic collaboration with the Staff of the National Security and Defense Council of Ukraine to coordinate efforts on data collection and assessment of the adverse impact of war. “In the face of the ongoing crisis and continuing damage to critical infrastructure, it is vital to make sure that the correct approaches and tools are in place to enable national and international partners to react in an agile manner with targeted and informed interventions,” she said.

“Together with our partners, we have to make sure that our efforts to restore critical infrastructure in energy, water and heat supply are well coordinated and data-driven, providing immediate relief to the people of Ukraine, ensuring access to basic services.”

"We will make every effort to establish fruitful and effective cooperation," said Andrii Ziuz, Acting Head of the Staff of the National Security and Defense Council of Ukraine. "Given the conditions of martial law and with winter approaching, the issues of energy security and reconstruction of the destroyed critical infrastructure are especially urgent."
