The Regional Stabilization Facility (RSF), established by UNDP in support of the Regional Strategy for the Stabilization, Recovery and Resilience of Boko Haram-affected Areas of the Lake Chad Basin (RS SRR), provides a trusted framework for conflict-affected communities across the region. Since its launch in September 2019, the Nigeria Window of the RSF has played a pivotal role in enhancing physical security and access to justice, rehabilitating essential infrastructure and basic services, and revitalizing local economies to support communities recovering from over a decade of armed violence and humanitarian crisis.
This document retraces the rebuilding of Ngarannam from the project’s inception, examining all aspects of community reconstruction – from the design of housing units and governance mechanisms to the livelihood opportunities generated. By focusing on efforts to improve local governance, security, economic opportunities, education, and healthcare, the study highlights both the progress made, and the challenges encountered. While not exhaustive, it seeks to provide a comprehensive account of the rebirth of Ngarannam, offering valuable lessons for future stabilization efforts.
