Voters will benefit from modern equipment for safer and more efficient elections

Modern equipment to support the electoral process was delivered today, 15 May 2025, to the Central Electoral Commission (CEC) of the Republic of Moldova. The donation was made by UNDP with the financial support of Norway, Sweden, Canada, and Denmark.

The total value of the donated equipment exceeds US$200,000, out of each $110,104, was invested in document verification equipment — ultra-compact scanners for passports and identity documents. With the help of the modern scanners, voters will be more quickly and more accurately identified at the polling stations, reducing lines and making voting more secure. 

Other donated equipment include: 10,000 self-inking voting stamps, 100,000 seals, 700 ballot boxes with additional lids, and 10,000 stamp ink refills. 

In addition, 2,000 mobile voting booths and 1,200 mobile ballot boxes were provided. They will contribute to improving accessibility for voters with disabilities. To note, back in 2016 UNDP and partners equipped all polling stations with template envelopes for ballot papers that allowed for secret and accessible voting of visually impaired people. At the same time, physical and information accessibility of polling stations throughout the country was assessed. 

All these will directly enhance the quality of electoral processes by ensuring more efficient logistics and increased voting security. The new equipment will support the better organization of elections, improve access for voters — including in remote areas and in polling stations abroad— and strengthen CEC’s efforts to modernize and digitize the electoral system.

Recently, UNDP has donated seven modern biometric registration kits, worth approximately $38,747, to the Public Services Agency. These kits will be used by mobile registration teams to facilitate the documentation and the issuance of identity documents for Moldovan citizens residing abroad. Expanding access to ID cards for the diaspora ensures their full participation in democratic processes.

For the 2020 presidential elections and 2019 local general elections, UNDP, with funds from USAID and the United Kingdom, provided 320 scanners that facilitated identification of voters.

For the 2025 parliamentary elections, UNDP, Norway, Sweden, Canada, and Denmark will also support the CEC with the optimization of the financial control module of the state automated information system “Elections”. The turnout and results application, that provides real-time updates, will be redesigned. Also, voter education campaigns will be conducted, encourage people to vote consciously and to report illicit practices.
