The Nordic-Baltic Eight countries contribute to strengthening the institutional resilience of the Ministry of Foreign Affairs of the Republic of Moldova

On 22 September 2025, the Nordic-Baltic Eight countries - Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, Norway and Sweden – launched a joint project to enhance the institutional resilience of Ministry of Foreign Affairs of the Republic of Moldova. The project is implemented by the United Nations Development Programme (UNDP) and entails the strengthening of cybersecurity capabilities of the institution and the modernization of the crisis management infrastructure. The project is expected to be completed by 2028.
“Moldovan authorities fully recognize that modern institutional crisis management capacities and capabilities have become important elements of diplomatic interactions to successfully respond to the new challenges we all face at the international arena. Therefore, we are very grateful to the Nordic-Baltic Eight countries and UNDP for willingness to support the Moldovan Ministry of Foreign Affairs in modernizing its institutional capacities according to the international and EU standards to be able to effectively respond to international crisis situations, affecting Moldovan citizens, and challenges by ensuring better coordination with international partners in real-time,” noted Valeriu Mija, State Secretary, Ministry of Foreign Affairs.
“The project is part of the Nordic-Baltic Eight countries wide-ranging support to Moldova’s resilience towards Russian hybrid attacks. Having safe digital systems, resilience towards cyber and hybrid threats, and strong, democratic governance are aims we all share with Moldova and stand ready to support. The security and resilience of Europe goes hand in hand with the security and resilience of Moldova. The Nordic-Baltic Eight countries also support Moldova’s ambitions to become an EU member state. Moldova’s progress towards EU accession must be accompanied by the strengthening of its institutional capacities, which we are committed to help advance,” noted Søren Jensen, Ambassador of Denmark in Moldova, on behalf of the Nordic Baltic Eight (NB8).
The NB8 support to this project is based on a Memorandum of Understanding signed by the NB8 Ministers of Foreign Affairs during their previous visit to the Republic of Moldova.
With NB8 and UNDP support, a roadmap for enhancing cybersecurity will be developed, setting out the steps needed to upgrade digital systems, strengthen information security and align internal procedures with international and European Union standards.
The NB8 and UNDP will contribute to the modernization of the Ministry’s crisis management infrastructure. The dedicated crisis coordination spaces will be renovated and equipped to be fully operational during emergencies including the ones affecting Moldovan citizens abroad.
The initiative will also encompass the introduction of standard operating procedures for the new facilities, enabling the Ministry of Foreign Affairs to coordinate responses and ensure uninterrupted diplomatic operations within a more resilient governance framework.
