Last generation IT equipment and advanced digital skills for a more resilient justice sector

Recently, the Government of Japan and UNDP Moldova provided the Ministry of Justice and its subordinated institutions with critical IT equipment worth over US$300,000. At the same time, specialists from institutions across the justice chain acquired advanced digital and cybersecurity skills.
“As a country sharing with Moldova fundamental values such as rule of law and democracy, it is our pleasure to contribute to its reforms by providing equipment for cybersecurity and capacity development,” stated Mariko Mori, First Secretary of the Embassy of Japan in the Republic of Moldova.
“In an increasingly digital and complex threat environment, strengthening cybersecurity in Moldova’s justice sector has become essential. Together with the Government of Japan and the Ministry of Justice, UNDP has enhanced cybersecurity governance, upgraded critical ICT infrastructure, and strengthened institutional capacities. Today, the justice sector is better equipped to deliver secure, reliable, and resilient services, aligned with national priorities and EU standards,” mentioned Seher Ariner, UNDP Deputy Resident Representative to the Republic of Moldova.
The donated equipment includes servers, firewalls (security systems), and switches (connectors between servers and users).
“Over the past year, thanks to the financial and technical support of the Government of Japan and the expertise of the United Nations Development Programme, we have managed to strengthen institutional cybersecurity. We can now say that we have made significant progress in becoming better prepared, better informed, and more resilient in the face of cyber threats. For this support, we express our gratitude to all partners involved,” said Stela Braniște, Deputy Secretary General of the Ministry of Justice.
The Government of Japan and UNDP also supported the renovation of the server room, ensuring the necessary conditions for the proper functioning of the equipment.
“This project contributes to strengthening digital security in the justice sector by providing an increased level of protection for systems and data. This achievement prepares us to face the digital challenges of the future,” said Cristian Moraru, Consultant, Information Technology Division, Ministry of Justice.
“This project has changed the way we work with digital security - we are now more prepared, better informed, and more united in the face of cyber threats,” believes Marcela Mazarenco, Senior Specialist, Digital Skills and Access Management Department, Agency for Digitalization in Justice and Judicial Administration.
The newly configured infrastructure is part of a complex cybersecurity architecture. To ensure compliance with security and data protection standards, a set of operational guidelines has been developed. All of this was achieved with the support of the UNDP project “Enhancing cybersecurity resilience across the Republic of Moldova's critical sectors”, funded by the Government of Japan.
The provision of IT equipment is based on a rigorous cybersecurity audit of the Ministry of Justice, conducted in 2024 with UNDP support.
