Libya faces severe water stress and exposure to drought, driven by highly arid conditions, climate change, population growth, unsustainable water use, and overdependence on fossil aquifers. The National Strategy for Drought Management and Mitigation Actions in Libya offers a comprehensive, multisectoral roadmap and a critical step for transitioning from reactive crisis management to proactive, integrated drought risk governance.

Rooted in proactive, risk-based planning, the 10-year strategy outlines practical and institutional measures to reduce vulnerability and build national resilience to drought. It is structured into seven sections, each setting a specific foundation for the development and implementation of a national Integrated Drought Management Plan (IDMP).
