Libya’s first Nationally Determined Contribution (NDC) marks a crucial starting point in the country's journey toward climate action under the Paris Agreement. This initial NDC reflects Libya's intention to gradually integrate climate priorities into national development plans, promote environmental sustainability, and build the institutional and technical foundations necessary to respond to climate change.
These efforts are made despite ongoing challenges which previously prevented Libya from submitting an NDC. Building on a 2017 starting year and a 2023 reference year, the NDC translates sector plans into quantified targets for 2026–2035 using a Business-as-Usual (BAU) trajectory and a bottom-up mitigation scenario.
