Project Overview

The project aims to curb unsustainable passenger transport trends in Lebanon by accelerating the transition toward sustainable, low-emission mobility. It addresses institutional, technical, and financial barriers to reduce Greenhouse Gas (GHG) emissions while improving the quality of transport services and the competitiveness of local companies. By promoting electric vehicles (EVs), green fleet management, and improved non-motorized transport (walking and cycling), the project seeks to enhance the quality of life and promote social and gender inclusion.

Project Objective

• Develop a National e-mobility strategy to facilitate the transition to electric vehicles and green public transport.
• Provide evidence of the technical and environmental sustainability of e-mobility through pilot projects, including e-buses and green fleet management.
• Address institutional and regulatory hurdles to encourage private and public investment in sustainable transport.
• Improve walking and cycling infrastructure, particularly its interaction with future public transport systems like the Bus Rapid Transit (BRT).
• Create a roadmap for sustainable end-of-life vehicle management, specifically addressing the challenges of EV battery disposal.

Achievements & Key Figures

• Completed National Non-Motorized Transport Planning and Design Guidelines, including integration of social inclusion and gender-responsive planning principles.
• Completed situational assessment of public transport services in Lebanon, including stakeholder consultations and nationwide user survey on mobility patterns and willingness-to-pay.
• Completed the Environmental and Social Impact Assessment (ESIA) and Environmental and Social Management Plan (ESMP) for the pilot e-bus infrastructure and operations.
• Developed Green Public Transport Services (GPTS) and Green Fleet Management (GFM) certification frameworks, including integration of gender and social inclusion considerations.
• Supported Internal Security Forces (ISF) through assessment of fleet management practices and delivery of training on eco-driving and green fleet management approaches.
• Commissioned solar-powered e-bus depot in Jbeil, including 210 kWp solar PV, 540 kWh battery energy storage, and electric bus charging infrastructure (2 × 60 kW chargers).
• Completed National e-Mobility Strategy technical foundations, including market and policy baseline analysis, charging infrastructure business model framework, and fleet electrification opportunity assessment.
• Delivered national and municipal capacity building workshops on e-mobility and non-motorized transport, including participation in GEF Global E-Mobility Support Programme activities.
• Completed delivery of 4 electric buses to the Rail and Public Transport Authority.
• Installed 6 accessible bus stops with shelters and accessibility upgrades across 5 municipalities.
   

GESI Component (Gender Equality and Social Inclusion)

Designated with a GEN2 gender marker, the project mainstreams gender equality into sustainable transport by addressing safety and affordability barriers. It employs gender-responsive indicators to track equitable impact and integrates inclusive principles into both the National E-Mobility Strategy and the Non-Motorized Transport (NMT) Planning & Design Guidelines.. Infrastructure design incorporates safety, universal accessibility, and public-space considerations for women, men, girls, boys, persons with disabilities, and older persons. Through targeted capacity-building activities, the project actively promotes women’s leadership and participation in the transport sector. This integrated approach embeds inclusion, equity, and accessibility into modern transport systems and urban mobility frameworks.
