Green and Inclusive Development
UNDP supports Lebanon’s transition to cleaner energy, better environmental services and more sustainable use of natural resources. We connect national policies and investment with practical solutions that improve water access, support public services and help farmers and communities adapt to climate change.
On climate action, UNDP supports the Government’s climate package, including the Nationally Determined Contributions (NDCs), Long-Term Development Strategy and Adaptation Plan. We have also supported the establishment of a dedicated Directorate General for Climate Change and are supporting work on Lebanon’s first climate change law and an industrial decarbonization strategy.
On energy, UNDP supports renewable energy expansion and stronger electricity-sector governance, including through the Electricity Regulatory Authority. We have provided renewable-energy systems to the Lebanese Armed Forces, Internal Security Forces, hospitals, schools, municipalities and other public institutions, and support the Lebanese Armed Forces in implementing its green strategy. In transport, Lebanon’s first electric buses with solar-powered charging demonstrate a cleaner model for public transport.
At community level, UNDP helps farmers and rural communities improve water access and adapt to climate pressures. This includes rehabilitating irrigation canals, constructing hill lakes, supporting climate-resilient agricultural practices for apple producers and restoring traditional agricultural terraces through nature-based solutions. These interventions protect rural livelihoods while strengthening water security and sustainable land management.
UNDP also supports national and local authorities to improve environmental services. This includes solid waste master planning, healthcare waste treatment facilities, support to the national solid waste management authority, biodiversity reporting, and work under the Montreal Protocol to help industries shift to compliant technologies while supporting Lebanese Customs in controlling ozone-depleting substances.
In crisis-affected areas, UNDP helps sustain essential services and inform recovery. We equip water facilities with solar power in communities hosting displaced people, support municipalities to maintain basic services, and conduct building-level damage assessments in Beirut, Mount Lebanon and the South to inform recovery and reconstruction planning.
To help scale these solutions, UNDP is supporting the establishment of the Lebanon Green Investment Facility to mobilize public and private capital through financing mechanisms that reduce investment risks and attract funding. Across the portfolio, we connect policy, investment and local action to support lower-carbon development, stronger services and communities better able to adapt to climate pressures.
