The Guidelines have been developed to introduce an inclusive approach taking into account disability and gender in the development and implementation of policies and programmes in Kyrgyzstan. It is based on international and local experience and addressed to representatives of government agencies, the community of persons with disabilities, civil society, experts, researchers, and activists promoting the rights of persons with disabilities in Kyrgyzstan.
