Digitized Archival Materials Handed Over to Strengthen Transitional Justice

Pristina, 23 March 2026 – The NGO Coordination Council of Family Associations of Missing Persons (CCFAMK) today formally handed over digitized archival materials related to missing persons to institutions, marking a significant step in advancing transitional justice and accountability efforts.

The handover ceremony, held at the Institute for Institute for Crimes Committed (ICCK), brought together representatives from institutions, the British Embassy in Pristina, and UNDP Kosovo. H.E. Jonathan Hargreaves, British Ambassador, and Mr. Nuno Queirós, UNDP Resident Representative, delivered remarks highlighting the importance of preserving evidence and reinforcing institutional cooperation. Speakers were also Mr. Ahmet Grajqevci, President of CCFAMK, who formally transferred the digitized materials; Mr. Atdhe Hetemi, Executive Director of ICCK; Mr. Bashkim Spahiu, Major in Police; Mr. Ilir Morina, Special Prosecutor from the Prosecutor’s Office; and Mr. Kushtrim Gara, Commission for Missing Persons at the Office of the Prime Minister. With the generous support of the Foreign, Commonwealth and Development Office (FCDO) through the British Embassy in Pristina, implemented by UNDP, this initiative has strengthened institutional ownership, accountability, and the operational use of the archives in ongoing investigations.

Over the course of the project, CCFAMK successfully digitized:
•     10,000 pages of documents
•     18,000 photographs
•     180 VHS tapes (1,600 hours of footage)

These materials, now securely archived, will enhance accessibility, usability, and long‑term preservation of critical evidence related to missing persons and crimes committed during the conflict. The initiative builds on earlier efforts that safeguarded more than 64,000 documents (over 328,000 pages) within Police archives, addressing the urgent need for systematic digitization.

Expected outcomes of the handover include:
•     Strengthened institutional ownership and operational use of digitized archives.
•     Enhanced access to reliable evidence supporting investigations and transitional justice processes.
•     Reinforced cooperation between local and international stakeholders committed to accountability and reconciliation.

The event concluded with a guided visit to ICCK archives, a walking exhibition, reaffirming the shared commitment to preserving memory, supporting justice, and ensuring long‑term sustainability of archival systems.
