HPMP II RAC Service Sector

The objectives of the overarching strategy of Indonesia's HCFC Phase-out Management Plan (HPMP Stage-II) is (1) to facilitate Indonesia's compliance with the control targets for HCFC consumption post 2015 with minimal impacts on the national economy, on environment, on safety, and on occupational health; and (2) to implement a combination of interventions such as technology transfer investments, policies and regulations, technical assistance, training and capacity-building, awareness and education and monitoring and management in the HCFC consuming sectors, contributing to achieve sustainable reductions and phase-out of HCFC consumption. 

HPMP Stage-Il has been prepared together by UNDP and the Directorate General of Climate Change, Ministry of Environment and Forestry (KLHK) to achieve Indonesia's 2020 targets and consumption reduction up to the year 2023 over and above the MP requirements as per Decision XIX/6. UNDP is focusing on the phase-out of HCFC from servicing sector, technical assistance to fire-fighting sector and policy and regulations enforcement training. The plan also includes activities that build on already implemented HPMP Stage-l activities and steps to promote sustainable low GWP options in RAC sector in the country.

Upon the implementation of HPMP Stage-II, Indonesia will cumulatively phase-out 55% of the starting point that is defined in Appendix 1-A of the Agreement between Indonesia and the Executive Committee. The total GHG emission impact for the components of HPMP Stage-II implemented by UNDP is equivalent to 1.76 Million tons of CO2 reduction.
