UNDP Ghana focuses on making effective use of resources to advance equitable and transformative development in Ghana around three programming areas:  

  1. Transformative governance  
  2. Innovative Finance and Inclusive Growth Cluster  
  3. Environment and Climate. 

Our work

Programme implementation uses a portfolio approach to develop strategic solutions to complex challenges. Building on UNDP’s 60 years of expertise across 170 countries, this approach enables us to focus and prioritize where country demands are greatest. By working together in this way, we aim to expand people’s choices for a fairer, more sustainable future, with people and planets in balance. 

 

Environment and Climate Cluster

 

ECC is UNDP Ghana’s strategic catalyst for advancing green growth, inclusive environmental sustainability, and climate resilient development. Through integrated, community and ecosystem-based approaches, ECC bridges policy and practice, mobilising partnerships and innovative finance to deliver people‑centred climate and development outcomes that support Ghana’s sustainable future. ECC’s work spans three thematic areas: Green Economy (including renewable energy), Climate Action, and Circular/Blue Economy.

Transformative Governance (TG) Cluster

 

The Transformative Governance (TG) Cluster at UNDP Ghana is the primary driver of democratic deepening, accountable institutions, and inclusive public service delivery in partnership with national and local partner. The Cluster supports Ghana’s transition toward more transparent, inclusive, effective, responsive, and future‑ready governance systems, aligned with national development priorities, the UNDP Strategic Plan, and the Sustainable Development Goals particularly SDGs 16, 8, and 17. 

Operating through a portfolio and systems approach, the TG Cluster support addresses complex governance and development challenges by integrating and strengthening institutional reform, policy innovation, digital transformation, peacebuilding, and inclusive economic governance to deliver equitable justice, protect human rights, and foster social cohesion, ensuring inclusive Ghana’s development journey. The Cluster places people especially women, youth, persons with disabilities, and marginalized communities at the center of governance solutions, ensuring that no one is left behind. 

 Anchored on key strategic pillars including governance and institutional reform, human capital development, peace and security, digital transformation, and crisis resilience, the Cluster adopts an integrated approach to addressing complex development challenges.  

The TG Cluster also supports gender-sensitive and evidence-based policies, planning, budgeting, and implementation to promote resilient and inclusive development. The Transformative Governance Cluster positions UNDP Ghana as a key partner to the government and stakeholders in driving systemic reforms, promoting inclusive development, and delivering integrated solutions that respond to Ghana’s evolving development priorities.

Innovative Finance and Inclusive Growth Cluster (IFIG)

 

The IFIG Cluster is UNDP Ghana’s engine for economic transformation and financial innovation, designed to accelerate inclusive growth and crowd in private capital for sustainable development. It bridges the gap between policy and markets, enabling Ghana to move beyond incremental progress toward structural transformation.  

IFIG acts as a strategic enabler for the other two clusters—Transformative Governance and Environment & Climate Action—by embedding private sector development, youth and women empowerment, and sustainable financing solutions into their interventions. It ensures that UNDP’s programming delivers scalable, investment-ready models that attract blended finance and unlock opportunities for jobs, productivity, and resilience.
