Kigali Implementation Plan (KIP) — Sustainable Cooling for Ghana

Reducing greenhouse gas emissions from Ghana's refrigeration and air conditioning sector by transitioning to low global warming potential alternatives and energy-efficient cooling technologies.

Ghana is committed to transitioning its cooling sector away from high global warming potential (GWP) hydrofluorocarbons (HFCs) toward cleaner, more energy-efficient alternatives — as outlined in the National Cooling Action Plan (NCAP) and Ghana's Nationally Determined Contribution (GH-NDC). The Kigali Implementation Plan (KIP) project supports this transition through four phased stages of implementation, targeting at least an 80% reduction in HFC consumption by 2045. Currently in Stage 1 (2024–2030), the project focuses on building the regulatory framework, enhancing stakeholder capacity, promoting technology transfer, and mainstreaming gender across refrigeration and air conditioning (RAC) activities — contributing to Ghana's broader climate and environmental commitments under the Montreal Protocol.

Cooling Ghana Sustainably — Reducing HFC Emissions for a Safer Climate

The KIP project is helping Ghana make a decisive shift from harmful HFC refrigerants toward low GWP alternatives in the refrigeration and air conditioning sector. By establishing regulatory frameworks, building technician capacities, piloting R290 monoblock demonstration projects, and promoting gender mainstreaming in the RAC industry, the project is addressing the technological, regulatory, and financial barriers that stand in the way of sustainable cooling — protecting Ghana's climate, reducing energy consumption, and creating new opportunities for women and youth in the cooling sector.
