Project Overview

Ghana's climate ambitions are advancing through the Climate Promise — a UNDP-implemented programme funded by the Government of Germany that supports the country's Nationally Determined Contribution (NDC) commitments under the Paris Agreement.

The project operates at two levels: strategic national engagement and direct community-level impact. At the national level, it supports the revision and sharpening of Ghana's NDCs, develops investment frameworks for renewable energy, upgrades NDC investment tracking tools, and engages policymakers on energy efficiency regulations. At the community level, it delivers low-value grants to NGOs and trade associations working on clean cooking, energy efficiency, and waste management — particularly in palm oil milling communities across the Eastern and Central Regions.

Key implementing partners include the Ministry of Environment, Science, Technology and Innovation (MESTI), the Environmental Protection Agency (EPA), and grassroots organisations such as Solidaridad West Africa, Plan for Change Ghana, and the Artisanal Palm Oil Millers and Outgrowers Association.

The project's expected results include:

  • Establishment of Centers of Excellence in clean energy use within palm oil milling communities
  • Training of 800+ beneficiaries (at least 60% women) in energy and resource efficiency
  • Development of investment plans to drive climate finance into methane reduction
  • Strengthened public-private partnerships for SDG and climate financing
  • A revised and more focused NDC submitted to the UNFCCC
  • Shared lessons and best practices on state and non-state partnerships in climate-resilient development.

About the Project

The Climate Promise builds on UNDP's Nationally Determined Contribution (NDC) Support Programme, which has helped Ghana advance its climate commitments and accelerate action. Funded by the Government of Germany and implemented through UNDP, with the Ministry of Environment, Science, Technology and Innovation (MESTI) as Implementing Partner, the project targets both strategic national-level interventions and on-the-ground impact in Ghana's Eastern and Central Regions.

A flagship component of the project is an industrial boiler efficiency programme, delivering 10 low-value grants to NGOs and trade associations to support clean cooking, energy efficiency, and waste management in palm oil milling communities. Beyond this, the project revises Ghana's NDCs, develops investment plans for renewable energy, strengthens transparency tracking systems, and fosters public-private partnerships to mobilise climate finance. Through a deliberate strategy of engaging state and non-state actors — from Ministries to civil society — the Climate Promise is driving inclusive, gender-responsive, and sustainable climate action across Ghana.
