PDL-145T: Midterm results and impact

Driven by the vision and leadership of H.E. President Félix Antoine Tshisekedi Tshilombo, the Local Development Program for the 145 Territories (PDL-145T) represents one of the most transformative public sector reforms in the Democratic Republic of Congo. Anchored in the National Strategic Development Plan (2019–2028), the program seeks to reduce territorial inequalities, bring the State closer to citizens, and promote inclusive growth rooted in social equity.
As of 31 December 2025, and despite logistical, climatic, and security constraints, implementation results demonstrate strong on-the-ground impact:
316 health centers constructed and equipped, improving access to healthcare for nearly 3.9 million people;
553 primary schools delivered, providing improved learning conditions for more than 1.2 million children;
68 administrative buildings operational, bringing public services closer to approximately 34 million citizens.
Beyond infrastructure delivery, the program has generated significant economic value and strengthened national private sector participation. Under the UNDP portfolio alone, 41 contracts were awarded to Congolese companies, representing approximately USD 183 million in investments. This approach has supported local entrepreneurship while advancing social inclusion.
PDL-145T is redefining development geography in the DRC by extending public investment beyond major urban centers and reinforcing national cohesion and community trust.
Looking ahead to 2026, priorities include the formal handover of completed infrastructure, rollout of rural feeder roads, launch of sustainable agriculture projects, and mobilization of additional resources for strategic sectors such as energy, water, and local governance.
Through PDL-145T, the DRC is advancing a clear objective: ensuring a visible and effective State presence in every territory and embedding inclusive development at the heart of citizens’ daily lives.
