Urban Resilience in Central Asia: City Risk Profiles

November 13, 2025

The Urban Resilience: City Risk Profiles report outlines risk profiles for five pilot cities in Central Asia — Petropavlovsk (Kazakhstan), Osh (Kyrgyz Republic), Dushanbe (Tajikistan), Ashgabat (Turkmenistan), and Namangan (Uzbekistan) — developed within the framework of the UNDP project “Enhancing Urban Resilience to Disaster Risk and Climate Change in Central Asia” (2024–2027), funded by the Government of Japan. By generating detailed risk profiles for five pilot cities,  the project provides decision-makers with the evidence base needed not only to address current vulnerabilities but also to ensure that public and private investments do not create new risks. Preparing cities now for the adverse impacts of climate change requires transformational change in how they develop. These Risk Profiles reveal both the uniqueness of each city’s hazard landscape and the shared regional vulnerabilities that demand coordinated solutions.
