Information Integrity for a Just Transition: Lessons from Georgia and the Republic of Moldova

A green and just transition depends not only on technical decisions, but also on citizens' perceptions, agency, and trust in institutions.

This report provides an accessible overview of the narratives, risks, and entry points for strengthening information integrity around climate and energy reforms in Georgia and the Republic of Moldova. Drawing on desk research and stakeholder interviews to examine public awareness, competing storylines, and disinformation dynamics, it assesses how institutions communicate priorities, trade-offs, and support measures. Structured around a practical four-pillar framework, the report articulates actionable recommendations that strengthen public engagement and inclusion, institutional transparency and media integrity, and partnerships with civil society, business, and international actors.
