Distinguished partners,
Ladies and gentlemen,
I am honored to reaffirm the joint commitment of UNDP and UNHCR to the UN’s shared vision as we come together to launch the Egypt Refugee and Resilience Response Plan for 2025.
With so many crises and growing displacement across the region, Egypt has continued to open its doors, Egypt never stopped to offer protection and stability, while at the same time Egypt succeeded to balance its own development needs.
The Plan we are launching today shows what real leadership looks like —it also reminds us that this kind of solidarity needs sustainable and meaningful support from the international community.
The Plan we are discussing today marks a crucial turning point: a strategic shift from emergency response toward resilience, inclusion, and long-term development. I am sure many of you have had the chance to look at this Plan which is not only about meeting urgent needs—it is about building pathways to stability, self-reliance, and opportunity for both refugees and the Egyptian communities that host them.
Side by side with UNHCR and other specialized UN agencies, UNDP brings its comparative advantage in supporting national systems, further strengthening local governance, advancing livelihoods, and bridging the humanitarian-development-peace nexus.
We are proud to have worked closely with the Ministry of Foreign Affairs, UNHCR, and all partners to shape this inclusive and forward-looking plan.
Today’s launch is not an end—it is the beginning of a collective journey. To do this, we require bold partnerships, innovative financing, and above all, a shared commitment to ensure that both refugees and host communities are supported to face today’s protracted challenges.
Every act that strengthens resilience today gives people hope that tomorrow will not just be about survival, but about rebuilding lives with dignity and stability.
