Supporting the Ministry of Local Development in Decentralization & Integrated Local Development with Special Emphasis on Upper Egypt
What is the project about?
The TSP–MoLD is a flagship initiative jointly implemented by MoLD, the EU, and UNDP. It supports the Government of Egypt’s pursuit of a modern, decentralized, and responsive local administration system grounded in good governance, inclusive development, and citizen engagement. The project strengthens MoLD’s institutional role, enhances local service delivery, and promotes local economic development (LED)—especially in Fayoum, Beni Suef, Luxor, and Aswan.
The project directly contributes to national priorities including Egypt Vision 2030, the Government Program (2024–2027), and the Hayah Kareema Presidential Initiative, while also complementing the Upper Egypt Local Development Program (UELDP).
Situational Background
Local administrations in Egypt face longstanding challenges of centralized authority, fragmented systems, and limited institutional capacities. These constraints hinder their ability to deliver efficient public services, mobilize resources, and respond to citizens’ needs. Regional disparities—particularly in Upper Egypt—further exacerbate poverty, unemployment, and limited investment opportunities.
In response, the Government of Egypt prioritized decentralization, local economic development, and rural transformation as core national reform agendas. The TSP–MoLD was created to institutionalize these reforms by reinforcing MoLD’s strategic leadership, piloting decentralized systems in four governorates, and anchoring models that can be scaled nationally.
How are we doing this?
The project works through four integrated approaches:
- Policy Framework for Local Development
- Supporting the MoLD Strategic Plan (2024–2030) and a coherent policy framework for decentralization.
- Reviewing legislation and establishing inter-ministerial coordination.
- Designing a post-Hayah Kareema National Rural Development Strategy.
- Effective Local Development Systems
- Rolling out a Geographic Local Development Information System (GIS) for planning, monitoring, and citizen feedback.
- Applying a reformed Integrated Local Planning System based on UELDP best practices.
- Developing LED strategies and piloting value-chain interventions in Fayoum, Beni Suef, Luxor, and Aswan.
- Supporting pre-feasibility studies and investment planning tools to strengthen public investment efficiency.
- Institutional Development of MoLD and Local Administration
- Restructuring MoLD departments and adapting institutional structures at governorate, district, and rural local unit levels.
- Strengthening Equal Opportunity Units (EOUs) to advance gender-responsive governance.
- Establishing sustainable models for institutional performance aligned with Hayah Kareema mandates.
- Enhanced Capacity of Local Administration
- Transforming Saqara Training Center into the Egyptian Academy for Local Development.
- Delivering comprehensive capacity-building packages on fiscal discipline, LED, asset management, participatory governance, and service efficiency.
- Training village heads and local officials to better engage citizens and manage decentralized functions.
